NDT in the USA: Buyer and Inspector Planning Guide

A practical guide to buying and delivering nondestructive testing in the United States, with regional planning, qualification evidence and reporting decisions made explicit.

For: Inspection buyers, asset owners, quality teams and NDT practitioners

Begin with the engineering decision

An effective United States NDT purchase starts with the decision the examination must support. A fabrication manager may need evidence that specified welds meet the construction contract. A maintenance engineer may need repeatable wall thickness measurements at identified locations. An aircraft maintenance organization may need an examination performed under its approved technical instructions. These are different work packages even when all three mention ultrasonic testing. Write the asset identity, material, geometry, service condition, suspected damage and intended disposition before asking for a method or a technician. A clear question helps suppliers identify missing information and prevents apparently similar quotations from covering different outcomes.

Keep examination and disposition responsibilities visible. The person recording an indication is not automatically the person authorized to approve continued operation, change a repair design or release a flight component. Identify who supplies the acceptance criteria, who approves the technique, who evaluates unusual findings and who accepts the final records. If those names or roles are unknown, make resolution a procurement milestone. A useful request states what must be delivered and what decisions remain with the owner. It also says whether the asset is available for examination now, during a shutdown, or only after fabrication and surface preparation are complete.

Understand the qualification route before screening resumes

ASNT distinguishes employer responsibility under a written practice from independent certification. Its explanation of employer-based programs describes certification under SNT-TC-1A as the employer's responsibility. A buyer should therefore ask which employer issued the authorization, which written practice and edition apply, and which methods, levels and limitations are covered. A training completion certificate alone does not answer those questions. Record the qualification route required by the purchase order rather than using the ambiguous phrase ASNT certified as a substitute for a defined requirement. Verify current standing with the issuing organization where a verification route exists.

For aviation work, the FAA's active AC 65-31B offers recommendations on NDI personnel training, qualification and certification, including a written program. It is not evidence that every general industrial qualification is accepted for every aerospace task. Obtain the maintenance organization's applicable program and technical instructions, then have its responsible technical authority confirm the proposed person's eligibility. For any sector, a sensible qualification file separates the credential, employer authorization, relevant experience and demonstrated competence on the actual equipment. That separation lets a buyer resolve an evidence gap without making an unsupported judgment about the person's entire career.

Plan United States regions around the asset and response window

Regional search is most useful when it narrows a real operational requirement. For a Houston-area process project, the request might emphasize shutdown timing, piping identification, insulation removal and coordination with other contractors. A North Carolina manufacturing assignment might emphasize part traceability, production release and repeat inspection after repair. A Washington State assignment could involve a different industrial context from a Washington, DC infrastructure project. Always write the state, site address or controlled location reference, and travel expectations. A city name does not establish the supplier's coverage, availability, branch office or ability to satisfy the owner's qualification system.

Build a regional shortlist in two passes. First compare the required technical scope with each provider's stated services. Then confirm actual mobilization arrangements: departure location, access hours, equipment transport, reporting coverage and who will handle a repeat visit. Remote data review may support a field team, but it does not remove the need for competent acquisition at the worksite. For multi-state programs, standardize asset naming and report fields while retaining site-specific hazards and approvals. Treat a national framework agreement as a commercial arrangement; do not assume it makes every regional crew, instrument or subcontractor interchangeable without a project review.

Assign site safety and radiography responsibilities early

The NRC industrial radiography toolkit identifies licensing resources and the relationship with Agreement State programs. Determine the actual radiation jurisdiction, source type and proposed operating location before scheduling radiography. Ask the provider's responsible radiation professional to identify the applicable authorization and any movement or reciprocity process. A personnel NDT certificate does not establish that a company may possess and use a radioactive source at a particular site. Procurement should capture the evidence needed for the proposed operation without attempting to design radiation controls through a generic purchasing checklist.

For confined-space work, OSHA 1910.146 addresses permit-required spaces in general industry and expressly distinguishes other employment categories. Have the site team identify the applicable rule and entry arrangements for the actual work. State who provides isolation, atmosphere assessment, entry authorization, attendant coverage and emergency coordination where required by that plan. These responsibilities must be settled before an inspector is promised access. The commercial scope should identify what happens if the work area is unavailable or conditions change. A delayed start is easier to manage when the parties have agreed an escalation path and a factual record of the constraint.

Make quotations comparable without inventing a market price

Request a quotation against a controlled scope revision. Include the inspection quantity and its basis: weld identifiers, accessible surface area, component count or monitoring locations. Define whether preparation, access equipment, consumables, travel, data review and final reporting are included. Ask providers to state exclusions and assumptions beside the price. An apparently cheaper proposal can become expensive when its stated quantity excludes the most difficult locations or its reporting allowance ends before the engineering review. Avoid publishing a supposedly standard national NDT rate; real pricing depends on the assigned personnel, equipment, site conditions, travel and evidence requirements.

Ask bidders to propose how they will manage changes. A sensible change record identifies the newly discovered condition, its effect on coverage, the proposed response and the person authorized to approve it. For example, an inaccessible weld segment may require altered access, a different validated technique or an engineering decision to defer examination. It should not disappear from the report because the original purchase order assumed complete access. Commercial clarity improves technical quality by removing the incentive to hide incomplete work inside a single completed quantity. Keep the financial approval and the technical acceptance as distinct entries in the project record.

Choose a method through a coverage argument

Specify the examination objective before choosing an acronym. Surface inspection, volumetric examination and thickness monitoring answer different questions. Ask the technical reviewer to explain which orientations, depths and regions the proposed technique can examine, what preparation it needs, and what remains inaccessible. A phased array presentation can be visually persuasive while leaving a significant geometric limitation unresolved. Similarly, a thickness reading at one accessible point does not establish the minimum wall throughout a component. The purchasing decision should be based on a defensible coverage plan and the applicable procedure, not on the apparent sophistication of the instrument display.

For unfamiliar material, geometry or damage, agree a demonstration using an appropriate representative item before a large field campaign. State what the demonstration is intended to establish: access feasibility, repeatability, detectable features, position accuracy or usable data quality. Have the responsible technical authority determine the acceptance basis for that demonstration. Preserve unsuccessful trials as development records so a later reviewer understands why the final technique was chosen. A demonstration is particularly valuable when a supplier proposes a substitution for a method named in the contract. Obtain the necessary approval before substitution; do not let successful-looking images silently amend the engineering requirements.

Control units and cross-border evidence

United States projects may combine inch-based drawings, metric instruments and internationally produced material records. Declare the controlling units and retain the original measured values. If a report displays converted results, identify the conversion and rounding rule so a reviewer can reproduce the comparison. Nominal pipe size, actual diameter and measured wall thickness should have distinct fields. Preserve the drawing's original dimension labels when importing them into a digital model. An attractive dashboard that silently rounds a borderline measurement can create a false impression of precision or alter an acceptance decision.

For an inspector arriving with qualifications from another country, prepare an evidence matrix before travel. Map each requested task to its required credential route, employer authorization, relevant technique experience and client acceptance. Ask the receiving employer or responsible technical authority to resolve differences in terminology and scope. Do not label a foreign certificate equivalent merely because its level number matches. Keep work eligibility, travel arrangements and personnel certification as separate planning questions. For imported equipment or components, agree document language, revision control and the identity links between the manufacturer's records and the item that will actually arrive at the United States worksite.

Mobilize the people and equipment that were reviewed

A strong pre-mobilization review checks the named team and instrument package against the accepted proposal. Confirm who acquires data, who interprets it, who provides technical oversight and who answers the owner after the crew leaves. Review any substitution before mobilization rather than discovering it when site badges are issued. For equipment, retain serial identifiers, relevant calibration evidence, planned checks, accessories and the applicable procedure revision. A calibration date is one piece of evidence; the selected instrument and accessories must also suit the examination and remain usable under the expected field conditions.

Consider the practical work sequence. Cleaning, coating removal, insulation access, scaffolding, lighting and weather protection can determine whether the planned examination is achievable. Give each prerequisite an owner and completion confirmation. Agree how the inspector records a condition that prevents examination and how the owner authorizes a revised plan. Where a field team works overnight and engineering reviews occur during office hours, nominate an escalation contact for ambiguous or potentially significant findings. The record should show what was observed, what was communicated and what was decided, rather than treating a sent email as proof that somebody accepted responsibility.

Require a handover that another reviewer can use

A useful report connects every conclusion to an identifiable item and examination. Specify asset and weld identifiers, drawing revision, procedure revision, personnel, instrument identity, date, examination extent, settings needed for interpretation, relevant checks, observed indications and limitations. Require the acceptance reference and its edition where an acceptance conclusion is included. Distinguish no reportable indication within the examined area from complete examination of the asset. If some areas were not examined, identify them explicitly and connect them to the owner's follow-up action. A report should let someone outside the original crew understand the boundary of the evidence.

For digital acquisitions, agree the deliverable format before work starts. Decide whether the owner receives native files, exported data, annotated images, a readable report and any software or viewer instructions needed to review them. Test an example export with the intended recipient. Define file naming, revision replacement and storage responsibility without claiming that a digital twin itself validates an inspection. A model is useful when its locations point to traceable records and the user can distinguish measured information, inferred condition and unexamined areas. Keep the original acquisition files and the final approved interpretation connected but separately identifiable.

Worked example: a hypothetical Houston piping package

Consider a hypothetical maintenance team planning a Houston piping shutdown. Its first request says only that it needs UT on several lines. The team improves the brief by identifying the lines, relevant drawings, expected damage questions, access locations, operating condition at examination and the engineer who will interpret the results. It separates point thickness measurements from any weld examination and asks suppliers to identify technique limitations. The scenario illustrates planning choices; it is not an Atlantis NDT project, a confirmed provider assignment or a statement that a particular code applies to every piping system in Houston.

During the hypothetical pre-job review, one location cannot be accessed after insulation removal because a support obstructs the planned scan. The crew records the restriction, the owner requests a technical review, and the agreed report marks that location as incomplete pending an approved response. A second issue is a legacy drawing in inches while the historical readings are in millimetres. The team preserves the originals, agrees a controlled comparison and checks the conversion before interpreting any apparent change. The benefit is a clear engineering record, not a larger completed-weld count. The same discipline can be reused across sites without pretending that their hazards or acceptance requirements are identical.

Evaluate evidence and maintain the next inspection cycle

Review providers using a short evidence-based scorecard. Compare scope comprehension, relevant personnel evidence, procedure suitability, equipment readiness, reporting quality and response to limitations. Ask for a redacted sample report from a comparable examination, with permission to share it, rather than private client records or unsupported claims about experience. A provider that identifies an important uncertainty and proposes a credible way to resolve it may offer more value than one that promises unrestricted coverage. Record why the selected proposal meets the project need and which conditions must be satisfied before work begins.

After handover, connect the accepted records to the next operational decision. Assign unresolved items, reconcile the asset register and confirm who controls future examination dates. Use the certificate manager and equipment tracker to organize supporting records, with the actual issuer and calibration documents remaining the evidence. Use provider discovery to identify possible suppliers and obtain their current information directly. When ready to request a service, include the worksite state, technical question, quantity basis, required qualification route and expected deliverables. That level of preparation helps turn search traffic into a meaningful inspection discussion.

Frequently Asked Questions

Does a training certificate authorize an inspector for a United States project?

A training record is only one part of the evidence. Confirm the qualification route, current certificate or employer authorization, method and level, relevant scope, and the project’s technical acceptance.

How should a buyer compare Houston and out-of-state providers?

Compare the same technical work package, then confirm actual personnel availability, travel, site access, equipment and reporting arrangements. A profile location does not establish service coverage.

Can an NDT certificate replace a radiography licence?

No. Personnel qualification and authorization to possess or use regulated radiation sources are different matters. Have the provider’s responsible radiation professional confirm the applicable jurisdiction and authorization.

What should a digital inspection handover include?

Agree asset identifiers, coverage, limitations, procedure references, instrument and personnel records, readable findings and required native data. Test the recipient’s ability to open an example export before field work.
