NDT in New Zealand: Inspection Planning and Evidence

A New Zealand guide for owners, buyers and practitioners coordinating NDT with equipment inspection, regional logistics, imported documentation and maintenance decisions.

For: Inspection buyers, asset owners, quality teams and NDT practitioners

Identify the decision that needs examination evidence

A New Zealand NDT assignment should begin with the question an owner needs answered. A process plant may need repeatable thickness data, a fabricator may need weld evidence for a customer, and a maintenance team may need to investigate a local indication before repair. The same technician or instrument might support more than one task, but the scope and acceptance responsibilities differ. Describe the component, material, geometry, service history and available access. Identify the person who will use the result and the document that defines any acceptance evaluation. A request to inspect everything does not establish either coverage or a defensible outcome.

Decide whether the work is examination alone or part of a wider equipment inspection. The person collecting NDT data may not be the person who approves a repair, evaluates remaining life or issues an equipment inspection certificate. Map those interfaces before purchasing the service. If the asset's history is incomplete, identify the missing records and agree what can realistically be concluded without them. The first deliverable may be a scope review or a traceable baseline rather than an unconditional statement about continued service. Setting that expectation early helps the owner compare proposals on the work they can actually support.

Check CBIP's current scheme and the individual's scope

CBIP describes its role as New Zealand's national certifying body for industrial inspection and NDT personnel. Its public materials distinguish several inspection disciplines. Check the actual certificate, method, level, limitations and current status rather than treating CBIP certification as a single qualification for all activities. A pressure-equipment inspection credential and an NDT method credential answer different questions. For the assigned task, ask the employer and receiving technical authority to explain the qualification and authorization basis. Keep the resulting decision with the project records so later substitutions can be assessed consistently.

Version control also matters. CBIP's March 2025 notice states a commitment to update its NDT certification scheme to ISO 9712:2021. A stated transition intention is not evidence that every existing certificate has already changed its basis. Consult the current scheme documents and seek clarification when the certificate, contract and published information differ. Do not overwrite the original qualification description in a personnel register simply to use the newest edition number. Record what has been confirmed, by whom and when, and identify any outstanding condition before assigning the person to the relevant examination.

Understand the equipment inspection interface

WorkSafe's pressure-equipment code of practice describes inspection-body, design-verification and equipment-inspection functions within its scope. Use it with the responsible inspection body and the applicable current requirements for the actual equipment. An NDT report is not automatically a Certificate of Inspection or design-verification certificate. The commercial scope should identify which evidence the NDT provider supplies and which decision remains with the equipment inspector, inspection body or owner. Avoid representing a single examination as a substitute for the entire equipment integrity process.

Check the WorkSafe recognised inspection-body register for the relevant equipment and service scope when recognition is required for the project. A listing for one activity does not establish unrestricted authority for every activity. Record the inspection-body interface early enough for it to influence examination planning. Ask what documents the reviewer needs before work, whether particular stages need review or attendance, and how findings will be communicated. A technically sound report can still be difficult to use if it arrives after the equipment has been altered, covered or moved beyond the agreed inspection stage.

Use the in-force radiography reference

The Ministry of Health's ORS C7 publication page states that ORS C7 2019 remains in force and that proposed amendments following its review have not completed the amendment process. It also separates industrial-radiography requirements from radioactive-material transport and security codes. Use the current official publication status rather than treating a consultation draft as an effective requirement. Have the responsible radiation professional confirm the source, activity, authorization and related controls for the proposed operation. An NDT method qualification is not proof of every radiation-related permission.

For project coordination, provide accurate information about the site and affected work. Identify occupied areas, access routes, neighboring activities and who can control changes in the work area. Agree the sequence with the site controller and the radiography team's responsible person before committing to a shift. Do not set exposure arrangements from a generic supplier quotation or an online method comparison. If conditions change, record the issue and use the agreed stop or rescheduling process. The buyer should understand the commercial effect of an unavailable work area without creating pressure to proceed outside the approved operational arrangements.

Plan regional travel around readiness and follow-up

New Zealand assignments can require coordination between islands, regional sites and specialist technical support. State the actual work location and access window, not just the nearest large city. Confirm where the proposed team and equipment will mobilize from, how they will reach the site and what happens if the examination cannot proceed. A provider's national service claim is not a confirmed travel plan. Include the possibility of a repeat visit, data clarification or technical review after the initial field work. Those activities can be difficult to arrange when everyone assumes the assignment ends at departure.

Prepare the site before scarce access time is consumed. Assign cleaning, insulation or coating removal, isolation, lighting and physical access to named responsible parties. Ask the NDT provider to identify conditions needed for its procedure and equipment. Confirm whether the proposed setup remains suitable at the actual component temperature and surface condition. Where transport or weather can disrupt plans, agree how readiness is reassessed and how changes are communicated. A contingency does not need to predict every problem; it needs to identify who can make the next practical decision when the original sequence is no longer achievable.

Connect examination planning to the asset's service history

For an existing asset, assemble previous inspections, repairs, operating changes and available drawings before choosing the new examination. Ask the technical reviewer which information is comparable and which is uncertain. A new minimum reading can appear worse simply because the location or sampling approach changed; a similar reading can also conceal a different coverage basis. Establish how the examination will locate and record its observations. If the historic locations cannot be reconstructed, state that limitation and consider whether a new baseline is more defensible than calculating a trend from incompatible records.

Different assets call for different questions. In a hypothetical food-processing facility, cleanability and surface restoration may affect how an examination is prepared and completed. In a hypothetical geothermal maintenance task, the owner may need the examination plan to address its identified service-related damage concerns. These examples are planning contexts, not universal technical prescriptions for those sectors. Have the responsible engineer define the relevant damage question and acceptance basis. The provider should explain how the proposed method addresses that question and what additional information is needed, rather than assigning a standard package solely from the industry's name.

Assess method coverage and demonstration evidence

Ask the provider to describe the examination boundary in a form the owner can understand. Identify surfaces, volumes, orientations and inaccessible regions, then explain how the procedure addresses the relevant material and geometry. Thickness monitoring, surface examination and volumetric weld examination should not be treated as interchangeable deliverables. For complex shapes, request a diagram or scan plan showing the proposed coverage and its limitations. The value of advanced acquisition is the evidence it provides for the task, not the number of colors in the resulting image or the novelty of the equipment.

When a technique is unfamiliar or the geometry is difficult, agree a representative demonstration. Specify what must be established, who reviews the result and how the field setup will remain linked to the demonstrated arrangement. Record limits as well as successful observations. If a supplier proposes replacing a specified method, obtain the necessary technical and contractual decision before work. A demonstration does not by itself amend the purchase order or prove suitability for every variant of the asset. Keep configuration changes visible so the reviewer can decide whether the original justification still applies to the equipment and conditions actually used.

Review imported equipment and cross-border personnel early

For imported equipment, establish a document index that connects the item to its drawings, material records, fabrication examinations, repairs and any inspection or verification evidence required by the receiving body. Ask the responsible New Zealand reviewer to identify the required package before shipment. Do not assume that an overseas manufacturer's declaration, an NDT report and an equipment inspection certificate serve the same purpose. Where a document is unavailable, record the gap and obtain a decision about how it will be addressed. A missing record is easier to resolve before the component is installed or its examination surfaces become inaccessible.

For practitioners coming from Australia or another country, compare the actual qualification with the receiving project's requirements. Obtain a clear acceptance decision rather than assuming that regional familiarity establishes automatic recognition. Keep personnel competence, employer authorization, site access and travel or work eligibility as separate planning matters. Provide original credential descriptions and relevant experience evidence without relabeling them as a local certificate. If a particular technique needs a demonstration or customer approval, schedule it before mobilization. This allows the project to resolve technical gaps deliberately instead of negotiating them under the pressure of a short shutdown window.

Keep units and asset identifiers stable

Use a declared measurement convention across drawings, field records and analysis. Retain original inch-based values from imported documents when converting them for a metric report, and identify the conversion and rounding basis. Do not merge nominal dimensions, design values and actual readings into one column. Confirm that the equipment configuration and report labels use the intended units. A simple independent check of a sample calculation can prevent a conversion error from being repeated across a large dataset. Preserve the source document and revision so another reviewer can reconstruct how the reported values were obtained.

Location identity is equally important. Agree durable asset, component and examination-location references that will survive a change of contractor or maintenance software. Use photographs with orientation and scale where appropriate, and link them to the written identifiers. When a component is replaced or modified, record the relationship between the old and new records rather than silently reusing an identifier. A digital twin should preserve these relationships and make the examination extent visible. It should not suggest that every modeled surface has measured condition data simply because the geometry is complete and visually detailed.

Compare suppliers on the quality of the handover

Give shortlisted providers a controlled scope and ask for their proposed personnel, procedure, equipment, mobilization and deliverables. Request assumptions and exclusions in a form that can be compared. Ask for a redacted example of a report that clearly shows coverage and a limitation, with appropriate permission to share it. A report that looks professional but cannot identify where a measurement was taken will not support reliable repeat inspection. Evaluate whether the supplier can explain how its evidence will reach the owner and any relevant inspection body in time for the intended decision.

Agree the required digital files before field acquisition. The recipient may need a readable report, native data, an exported table, annotated images or a combination. Test the proposed format with the actual reviewer and identify any viewer or software dependency. Preserve original data separately from analysis revisions, and state who retains each. Commercially, include travel, preparation assumptions, review and follow-up clarification where relevant. Avoid comparing only an hourly field rate when one proposal excludes the deliverables needed for acceptance. A complete quotation is a useful planning document, not just a price attached to a method acronym.

Worked example: a hypothetical New Zealand process shutdown

Consider a hypothetical process plant arranging an inspection during a short maintenance shutdown. Its historical records contain thickness values, but some locations are described only as near the outlet. The owner first asks for repeat readings and a corrosion trend. During scoping, the technical reviewer finds that the original positions cannot be reproduced reliably. The team changes the objective to establishing a traceable baseline at agreed locations while retaining the historical readings as contextual information. This example is invented; it does not describe an actual facility, a service award or a universal inspection approach for process equipment.

The hypothetical team also identifies an inspection-body review needed before the equipment decision can be completed. It agrees the report format and escalation route before work, rather than sending the body an unexpected file after the shutdown. One location remains inaccessible, so the report records the missing coverage and the owner assigns a follow-up decision. The final package distinguishes measured data, uncertain historical comparison and unresolved work. That is more useful than a confident trend calculated from incompatible measurements. The planning lesson is to protect the meaning of the data even when the original request assumed a simpler answer.

Maintain the records between inspection campaigns

After handover, reconcile the findings with the asset register and identify who will close unresolved items. Record the basis for the next examination plan rather than letting an arbitrary software default become the schedule. For personnel, track the actual credential and authorization status, including limitations and pending actions. For equipment, keep serial identity, relevant calibration evidence and service history connected to the instrument dispatched. Reminders can support timely action, but a booked renewal or calibration appointment should remain distinguishable from completed, accepted evidence. Administrative clarity helps the technical team see where a real review is still required.

NDT Connect's equipment tracker, certificate manager and planning resources provide starting points for organizing this information. Use provider discovery to identify possible contacts, then confirm actual capability, availability and project acceptance directly. A useful New Zealand service request identifies the worksite, asset, examination objective, reporting recipient and any inspection-body interface. If the requirement is still being defined, describe the uncertainty and request a scope discussion. A specific, honest enquiry makes it easier for a provider to propose a technically meaningful next step.

Frequently Asked Questions

Does an NDT method certificate authorize every equipment inspection role?

No broad equivalence should be assumed. Check the individual’s discipline and scope, then identify the equipment inspector, inspection body or other authority responsible for the wider equipment decision.

Should the proposed ORS C7 revision be treated as the current code?

The Ministry of Health publication page checked for this guide says ORS C7 2019 remains in force and the amendment process is incomplete. Confirm current official status when planning work.

Can historic thickness readings always support a corrosion trend?

Only comparable evidence should support the calculation. Check location, units, technique and measurement basis. If locations cannot be reconstructed, record the uncertainty and consider a new traceable baseline.

What should a trans-Tasman provider confirm before mobilization?

Confirm the receiving project’s qualification requirements, actual personnel and equipment, worksite readiness, travel arrangements, reporting format and any inspection-body review. Do not infer automatic acceptance from geographic proximity.
